I gotta say, it's rarely ever the case, but sometimes it really comes down to the simple criticism that "the writing is poor." There's lots of lovely detail in there, once you sorta re-write it in your head, rephrase it a few times, give it a new outline with sub-hedlines, sorta juice it up for yourself.
